From FPGA-TN-02099, several eFuses reserved for the purpose of "switching through
I2C -> I3C -> Dynamic Address assignment" in Rows 29 and 30:
- FEA_BITS:11 to set I3C Only
- I3C Slave Address, Instance ID and Device Character
Note: The eFUSE I3C Static Address field can be used to set the Static Address for I3C dynamic addressing.
