In MachXO2, during normal device power-up, all registers are initialized to zero.  The same is true for re-configuration operations.

After re-configuration (e.g. 'REFRESH' command or PROGRAMN pin toggle) the MachXO2 device performs the same initialization process, including Global Reset, to initialize the design registers.
